Making the top floor of a building a masjid and not the bottom foor

Q: Can the entire top floor of a building be musjid whilst the bottom floor is not?

The bottom floor will be the wudhu khana which is out of the masjid and some rooms which will be used for other masjid related work (store room etc.).

A: If the bottom floor is made waqf for the masjid and is used for the benefit of the musjid (e.g. wudhu khana or basement to store the items of the musjid), then it will be permissible.

And Allah Ta'ala (الله تعالى) knows best.
