Nazr (vows) not being restricted to time and place

Q: A person took an oath that he will give sadaqah today. Will the English day or Islamic day that ends at maghrib be considered if he was totally emptyminded about which one, at the time of saying it.

A: The law in regard to nazr is that it is not restricted to person, time or place. Hence, even if a person said that I will give a certain amount of wealth to a certain person living in a certain place on a certain day, he does not have to give it in the way he mentioned. Rather, he may give the amount to any poor person living in any place on any day. Through doing so, he will be absolved of the nazr. However, if he wishes, he may fulfil the nazr in the manner which he had mentioned i.e. by giving it to the specific person living in the place he mentioned on the day he specified.
