Q: When doing tamattu or qiraan hajj, will the damm-e-shukr suffice for one's normal qurbaani, or will the qurbaani have to be done separately? If one is unable to slaughter an animal for damm-e-shukr, then what should he do?
A: The law of qurbaani and damm-e-shukr is different and hence one will not suffice for the other.
The law of qurbaani is that if one does not have the means to slaughter a qurbaani animal (i.e. one does not have the amount of nisaab), then qurbaani will not be compulsory upon him.
As far as damm-e-shukr is concerned, then it is compulsory upon the person who is performing tamattu or qiraan hajj. In the case where one performing tamattu or qiraan hajj does not have the means to slaughter the damm-e-shukr, then he should fast for 10 days. He will fast 3 days before the 10th of Zul-Hijjah and 7 days when he returns home after hajj. The fast will be kept with the niyyat of substituting the damm-e-shukr.

قال العلامة ابن عابدين - رحمه الله -: (قوله ولم تنب الأضحية عنه) لأنه أتى بغير الواجب عليه إذ لا أضحية على المسافر ولم ينو دم التمتع والتضحية إنما تجب بالشراء بنيتها أو الإقامة ولم يوجد واحد منهما وعلى فرض وجوبها لم تجز أيضا لأنهما غيران فإذا نوى عن أحدهما لم يجز عن الآخر معراج الدراية (رد المحتار 2/538)
